NOTTINGHAM KNOCKERS:

Just to alert you to Nottingham Knockers in the area.  Yesterday they hit Datchet, Dedworth and Central Windsor.  Please be on your guard:

I DO NOT BUY GOODS AND SERVICES AT THE DOOR !

Hello Jeff,
Stuart and I have just had an interesting encounter with a Nottingham Knocker, operating in Dedworth.

We saw him at an address and Stuart spoke to him, asking what he was doing.  He admitted that he was selling dish cloths.  When asked if he had a Peddlers Certificate, or form of any traders licence.  He said he had them, but not on him.

I reminded the young man that without a Pedlar’s Certificate, he had to stop what he was doing.  He became verbally abusive towards us as we followed him.

Stuart called the police and PC Tom Hughes-Parry arrived immediately and questioned the young man.  Tom said that TVP have received about 20 calls that day about Nottingham Knockers, from right across the Borough.

Stuart and I spoke to residents. The story the lad gave them, was that he was 18 years old, just out of prison and has a child to support.

Wardens have been alerted and will increase foot patrols in order to disrupt/stop their activities.

Regards

Many thanks Clive.  Anyone going door to door selling anything (the distinction in law is between standing ‘stationary selling’ something, or ‘moving around’ selling something.  Anyone moving – going door to door – must have a Pedlars Certificate issued by a police force from somewhere in the country.  The pre-requisite for a Pedlars Certificate, is that they will only be issued after a police check and the person ‘Is of good Character’, which immediately excludes anyone who has been convicted of a crime.

The minute you hear the words– ‘I am just out of prison…………’ you know, they have no Certificate and are an illegal trader.

Often, they print out a bogus trader’s licence, which they hold up.  It means nothing.  If they are going door to door, selling anything – with the exception of books or food – they must have a Pedlar’s Certificate !
